City of Charlottesville Activates Level 1 Snow Operations
CHARLOTTESVILLE, VA –City Manager Sam Sanders, Jr. has approved the designation of Level 1 Snow Operations in preparation for the forecasted inclement weather to affect the City beginning Tuesday, February 11th, 2025. He has also activated the designated Emergency Snow Routes effective at 1:00pm on Tuesday, February 11th. All vehicles should be removed from these areas by 1:00pm February 11th and will be subject to towing if still present after 1:00pm. This is based on the Public Works team’s assessment of the incoming storm projected to have an impact from early Tuesday, February 11th through Wednesday, February 12th, with widespread forecasts calling for snow accumulations of seven (7) inches or more.
Designated Emergency Snow Routes include:
- Market Street (Old Preston Avenue to 9th Street NE)
- High Street (Preston Avenue to 9th Street NE)
- Water Street (Ridge Street to 10th Street NE)
- 2nd Street W (Market Steet to Water Street)
- 4th Street E (Market Street to Water Street)
- West Main Street (Ridge Street to JPA)
- University Avenue (JPA to Rugby Road)
Designation of these Emergency Snow Routes increases the ease and safety of snow removal operations by removing vehicular and parking obstructions, allowing City plow operators to more effectively and efficiently clear these streets for travel. Traditionally, these streets have increased amounts of on-street parking and smaller travel dimensions, which can create difficulties when removing and clearing snow.
Parking will be free at Market and Water Street garages on Tuesday, February 11th and Wednesday, February 12th or for the duration of the inclement weather event.

Here are some winter weather safety tips:
- During a winter storm, stay off the roads as much as possible and only drive when absolutely necessary. Always give snow plows the right-of-way.
- Never use a generator, grill, camp stove or gasoline, propane, natural gas, or charcoal-burning device inside your home, garage, basement, crawlspace, or any other partially-enclosed area.
- Snow shoveling is a known trigger for heart attacks! Always avoid overexertion when shoveling.
- When severe weather occurs, plan to check on elderly or disabled neighbors and relatives.
- If you must travel, know the road conditions before you leave home. Visit https://511.vdot.virginia.gov/ or call 511 for road condition updates.
- Protect yourself from frostbite! Hands, feet, and face are the most commonly affected areas so wear a hat and mittens (which are warmer than gloves) and cover your mouth with a scarf to reduce heat loss.
- Keep dry! Change out of wet clothing frequently to prevent loss of body heat.
- Wear several layers of loose-fitting, lightweight, warm clothing rather than one layer of heavy clothing.
