City of Charlottesville Appoints Evan Pilachowski as Assistant City Manager
CHARLOTTESVILLE, VA – The City of Charlottesville has appointed Evan Pilachowski as one of its new Assistant City Managers, bringing more than 22 years of experience in public service and local government leadership to the role.
Pilachowski most recently served as Deputy County Administrator for Manatee County, Florida, where he led a workforce of more than 1,000 employees and oversaw major operational departments. Over the past decade, he managed capital programs totaling more than $1 billion, with a focus on fiscal responsibility, effective delivery, and meaningful community engagement.
“Evan brings a strong track record of leadership, operational experience, and a deep commitment to public service,” said Sam Sanders, City Manager. “His experience managing complex capital programs and large teams, paired with his focus on transparency and public engagement, will be a valuable addition to our executive leadership team.”
Throughout his career, Pilachowski has worked in small, mid-sized, and large municipalities, including New York City, giving him a broad perspective on public-sector operations. He is a Professional Engineer (P.E.) and is currently in the process of transferring his licensure from Florida to Virginia.
Pilachowski holds a Master of Civil Engineering from Norwich University and a Bachelor of Science in Civil Engineering from the University of Vermont.
“The energy of the city and its people is what excites me most about Charlottesville, and I’m impressed by the level of public involvement here,” Pilachowski said. “First and foremost, I am a public servant - I’ve spent my entire career in public service, and I take that responsibility seriously.”
As Assistant City Manager, Pilachowski will oversee Public Works, Utilities, Information Technology, and Parks & Recreation. He is particularly focused on strengthening public engagement around capital projects and improving transparency in government operations and performance.
Pilachowski and his wife reside in Charlottesville and are excited to continue exploring the City’s outdoor recreation opportunities, hiking trails, local food scene, and small businesses.
