City of Charlottesville Announces Opening of FY2026 CAHF Grant Application Period

Charlottesville, VA — The City of Charlottesville is excited to announce that the application period for the Charlottesville Affordable Housing Fund (CAHF) Grant Program is open. The CAHF provides financial support for projects that promote the development, preservation, and creation of affordable housing, supporting the City’s goals of increasing housing stability and affordability for low- and moderate-income residents. The application deadline is November 21, 2025, at 5:00 PM.

Nonprofit and for-profit developers engaged in projects that align with the City’s housing policies, such as new construction, land acquisition, rehabilitation, and preservation of affordable housing units, are encouraged to apply.

NOTE: This is not a direct-grant subsidy for individuals or households, and therefore, individuals and households are not eligible to apply directly. However, individuals and households may benefit from programs and services (such as down payment assistance or affordable rental units) provided by grant recipients. Interested individuals should apply for such assistance through those organizations receiving CAHF funding.

• Funding Available: $823,000 is estimated to be available, with funds anticipated for release beginning July 1, 2026.
• Eligibility: Nonprofit organizations, for-profit developers, and other eligible entities may apply. Please note, individuals and households are not eligible to apply directly but may benefit through the services provided by funded organizations.
• Application Deadline: Applications are due no later than November 21, 2025, by 5:00 PM.

City of Charlottesville Announces Opening of FY2027 HOPS Grant Application Period

Charlottesville, VA — The City of Charlottesville is excited to announce that the application period for the Housing Operations and Program Services (HOPS) Grant is now open. Eligible organizations are invited to apply for this funding, which aims to support housing stability, homelessness outreach, eviction prevention, and other critical services within the Charlottesville community. The application deadline is October 20, 2025, at 5:00 PM.

The HOPS Grant Program provides vital operational support to nonprofit organizations, public housing agencies, and service providers dedicated to helping low-income residents and those facing housing instability. As a dedicated stream under the Charlottesville Affordable Housing Fund (CAHF), HOPS funds are used to maintain and enhance housing-related services rather than focusing on capital and development projects.

Who Should Apply? Eligible applicants include:

• Nonprofit organizations with 501(c)(3) status or similar designations.
• Public housing agencies and organizations actively providing housing-related services within Charlottesville.
• Programs that align with the City's strategic goals, including homelessness prevention, tenant assistance, rapid rehousing, and more.
• Programs serving households with incomes of up to 60% of Area Median Income (AMI) and aligning with the Continuum of Care (CoC) strategies are particularly encouraged to apply.

Charlottesville Affordable Housing Request for Information (RFI) Submission Period Open

Charlottesville, VA — The City of Charlottesville invites developers or organizations with a vision for a multi-family affordable housing project that may require substantial City funding—potentially exceeding existing grant programs or spanning multiple fiscal years— to share their capital investment needs for possible City financial support during Fiscal Years 2027 through 2032. While this Request for Information (RFI) does not commit to a specific funding amount at this stage, it is a crucial step in the City's strategic allocation process for affordable housing.

Our previous RFI provided valuable insights into a variety of diverse affordable housing projects, highlighting a funding need of $33.4 million between 2023 and 2028. Please note that this RFI serves as a tool for understanding project forecasts and funding gaps, rather than a direct funding opportunity. This proactive RFI approach helps us align our Capital Improvement Plan (CIP), budget strategies, and program development with the goals set forth in the City's Affordable Housing and Comprehensive Plans. 

We encourage developers or operators of affordable and rapid housing projects to share their project vision, scope, and potential partnership opportunities with us to promote sustainable and inclusive housing in our community.
