Did you know that this program is a core initiative of Charlottesville's Affordable Housing Plan endorsed by the city council in March 2021?
The plan aimed to address Charlottesville's affordable housing needs by reforming existing ordinances and introducing new tools to support the creation and preservation of affordable housing units. The ADU Program requires residential developments of 10 or more units to set aside new affordable dwelling units at designated Area Median Income (AMI) levels, providing incentives through a density bonus. This manual governs the administration of the ADU Program and will be annually evaluated and updated by the Neighborhood Development Services Housing Division.
Program Overview
The ADU Program aims to increase the availability of affordable housing in Charlottesville by requiring residential developments to include Affordable Dwelling Units (ADUs). These units are priced affordably for households at designated AMI levels, as outlined in the Charlottesville Development Code. The program also offers incentives for developments that exceed the minimum requirements, encouraging deeper affordability and broader access to affordable housing options.

Monitoring and Procedures Manual
This Manual provides guidance, operational procedures, and implementation protocols for the administration of the Affordable Dwelling Unit ordinance. It outlines the requirements for developers, property owners, and city officials involved in the ADU Program. In case of any inconsistencies, the Charlottesville Development Code prevails. The manual will be regularly evaluated and updated to adapt to evolving housing market conditions.

ADU Certification Application
An ADU Certification is required for all projects with residential development to ensure they include ADUs as required by the Charlottesville Development Code. Applications for Certification must be submitted to the Housing Division as part of their initial development application to the City and no development approvals will be provided or granted without Certification.
