The Human Resources Department provides guidance to employees, managers and supervisors, and departmental leadership to ensure awareness, understanding, and compliance with all City policies, as well as applicable State and Federal requirements.
The City Manager is responsible for establishing, managing, and supervising the implementation of the City’s personnel policies.
Department Directors are responsible for the direction and management of the human resources program within their departments, in accordance and compliance with the provisions of these regulations.
- Note that: These personnel policies are subject to the provisions of any collective bargaining agreement (CBA) approved by the City Manager in accordance with City ordinances. In the event that any topics or subjects set forth within these personnel policies are also a topic or subject addressed by provisions of a CBA, the provisions of the CBA will apply first. Wherever the CBA is silent and/or these policies describe more information on a topic, these policies will apply first.
