The City of
Charlottesville is soliciting sealed bids from qualified bidders to replace the
Belmont Bridge in Charlottesville, Virginia as part of VDOT Project
0020-104-101, UPC 75878. The vision for the Belmont Bridge is to provide a
community connection for bikes, pedestrians, buses, and cars between the
surrounding neighborhoods and the City’s downtown/urban core. The project
limits are from the intersection of Avon Street, 9th Street, Garrett Street and
Levy Avenue to the intersection of 9th Street and East Market Street. The
improvements consist of reconstruction of 9th Street between Levy Avenue and E.
Market Street including demolition and replacement of the existing Belmont
Bridge carrying 9th Street over Old Avon Street, Buckingham Branch Railroad
(BBRR) and Water Street. In addition to the improvements on 9th Street,
the project also consists of reconstruction of South Street, Old Avon Street, a
portion of Water Street; construction of the Enhanced Pedestrian Access
Structure (EPAS); water, sewer and gas utility relocations; underground duct
bank construction within Monticello Road; construction of a new pedestrian
tunnel under 9th Street & extension of an existing pedestrian tunnel under
9th Street; and traffic signal & Intelligent Transportation System (ITS)
upgrades at the intersection of 9th Street/Levy Avenue/Garrett Street/Avon
Street and the intersection of 9th Street/E. Market Street. The work will
include bridge demolition, bridge construction, clearing, grading, concrete
flat work, asphalt paving, drainage structure, erosion & sediment control,
signage, lighting and electrical, traffic signals, pavement markings, sewer
line relocation, gas line relocation, water line relocation, stormwater
management (SWM), landscaping and maintenance of traffic and other items necessary
for the completion of the work.

| To view files on the City’s FTP site, you need to have a FTP client program loaded on your computer or you can access it through Windows File Explorer by typing ftp://cvilleftp2.charlottesville.org/belmontbridge (clicking on this link will not work). The first set of screenshots is an example using the WS_FTP LE program. The second set of screenshots is an example using Windows File Explorer. | Due to restrictions surrounding the COVID-19 pandemic, public access to City facilities is currently prohibited. The City is still receiving and accepting deliveries from shipping services such as USPS, Fedex and UPS. The mailing (utilizing contracted shipping services) of proposals/bids is preferred, but if a proposal/bid is hand delivered by the Offeror/Bidder, it may ONLY be hand delivered on MARCH 16, 2021 at the DOWNTOWN MALL ENTRANCE TO CITY HALL (610 EAST MARKET STREET, CHARLOTTESVILLE) between the hours of 12:00-1:30 PM (local prevailing time). Proposals/bids will not be accepted at any other building access location. Proposals/bids will be date and time stamped upon receipt and retained unopened in a secure location until opening. No consideration will be given to date of postmark or error in delivery to incorrect address. It is the responsibility of the Offeror/Bidder to ensure timely and correct delivery of their proposal/bid regardless of the chosen delivery method. While on City property Offerors/Bidders are expected to adhere to Governor Ralph Northam’s restrictions and social distancing rules must be observed.
