The City of Charlottesville is soliciting bids from qualified contractors to perform remediation of the John Warner Parkway (McIntire Road) bridge crossing over the North Schenks Branch as described in construction documents included herein. Erosion countermeasures are needed to stabilize channel conditions at the abutments due to the local abutment scour and the orientation of the existing watercourse bend that directs flow at the southern abutment. The installation of countermeasures will reduce the risk of scour and extend the life of the bridge. The Project consists of maintenance activities to the currently serviceable bridge and the extent of these activities is necessary to meet current construction standards.

Due to restrictions surrounding the COVID-19 pandemic, public access to City facilities is currently prohibited. The City is still receiving and accepting deliveries from shipping services such as USPS, Fedex and UPS. The mailing (utilizing contracted shipping services) of proposals/bids is preferred, but if a bid is hand delivered by the Offeror/Bidder, it may ONLY be hand delivered on OCTOBER 19, 2020 at 325 4TH STREET NW, CHARLOTTESVILLE between the hours of 1:00-2:00 PM (local prevailing time). ALL HAND DELIVERED PROPOSALS/BIDS MUST BE SUBMITTED AT THIS LOCATION PRIOR TO 2:00 PM on October 19, 2020 at 325 4TH STREET NW, CHARLOTTESVILLE, VA. 22903 (local prevailing time). Bids will not be accepted at any other building access location. Bids will be date and time stamped upon receipt and retained unopened in a secure location until proposal opening. No consideration will be given to date of postmark or error in delivery to incorrect address. It is the responsibility of the Offeror/Bidder to ensure timely and correct delivery of their proposal/bid regardless of the chosen delivery method. While on City property Offerors/Bidders are expected to adhere to Governor Ralph Northam’s restrictions and social distancing rules must be observed.
Due to the COVID19 pandemic, the City will not be scheduling a pre-bid conference. Therefore, it is vital that questions concerning this solicitation shall be requested, in writing, sufficiently prior to the date set for opening of bids to allow the City to evaluate and respond to the information or request for interpretation. To be given consideration the request must be received more than five (5) working days prior to the date fixed for the submission of bids. Questions received after 5:00 PM October 12, 2020 will not be answered prior to the bid due date. Submit all questions in writing to Bidders are encouraged to conduct site visits prior to the bid due date.
