The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiation for the purchase of professional engineering services to prepare approved design plans and construction documents for the modification of pedestrian facilities at the Preston Ave and Harris St intersection. The purpose of this project is to upgrade the current pedestrian facilities to meet ADA and PROWAG guidance and add pedestrian refuges in the medians. The improvements shall include new curb ramps at all crossings, median pedestrian refuges, revised pavement markings, and compliant access to pedestrian signal buttons. This work is to be accomplished utilizing computerized design and drafting systems compatible with VDOT’s automated design and drafting systems. VDOT’s roadway design system is GEOPAK Civil Design Software, and the drafting system is MicroStation. However, the consultant will submit AutoCAD (.dwg) files to the City for review and recording. This project will be developed utilizing VDOT’s policies and procedures and FHWA’s guidelines. This Request for Proposal does not commit the City of Charlottesville to award a contract, to pay any costs incurred in the preparation of a proposal for this request, or to procure or contract for services.

| Due to restrictions surrounding the COVID-19 pandemic, public access to City facilities is currently prohibited. The City is still receiving and accepting deliveries from shipping services such as USPS, FedEX, and UPS. The mailing (utilizing contracted shipping services) of proposals/bids is preferred, but if a proposal/bid is hand-delivered by the Offeror/Bidder, it may ONLY be hand delivered on JUNE 27, 2022 at 325 4TH STREET NW, CHARLOTTESVILLE between the hours of 1:00-2:00 PM (local prevailing time). Proposals/bids will not be accepted at any other building access location. Proposals/bids will be date and time stamped upon receipt and retained unopened in a secure location until opening. No consideration will be given to the date of postmark or error in the delivery to incorrect address. It is the responsibility of the Offeror/Bidder to ensure timely and correct delivery of their proposal/bid regardless of the chosen delivery method. While on City property Offerors/Bidders are expected to adhere to CDC guidelines, restrictions and social distancing rules must be observed.
