[ARCHIVED] Charlottesville Police Department Calls for Community Support Amid Escalation in Violence

The Charlottesville Police Department responded to a large volume of calls over the Easter weekend involving a violent fight and numerous shots fired incidents. In one of those incidents, stray bullets sent a resident to the hospital and killed a dog in a vehicle.

“I am sorry to report that violent interactions continue in this community and it is only a matter of time before there is additional loss of life,” said Chief RaShall Brackney. “We are willing to partner with nonprofit organizations, faith-based groups, and our neighborhood leaders to address this problem.  The community must bear some responsibility for this spike in violence and we call upon the community to work with us on solutions.”

The Charlottesville Police Department responded to the following incidents of violence:

Friday, April 2, 2021, at 10:48 p.m., Charlottesville Police Officers responded to the Double Horseshoe Saloon, 1522 East High Street, for a large physical fight involving as many as 20 patrons.   Officers found an unconscious male in the parking lot, along with several other patrons with minor injuries.   The following arrests were made:

  • Morgan Tyler Eubanks, a 33-year-old resident of Fluvanna, was arrested on scene for assault and battery (18.2-57) and later charged with malicious wounding (18.2-51).
  • Seth Ryan Bowman, a 30-year-old resident of Albemarle County was arrested for assault and battery (18.2-57)
  • Angela Nicole Shifflett, a 31-year-old resident of Fluvanna County was arrested for assault and battery (18.2-57)

Friday, April 2, 2021, at 11:17 PM, officers responded to the 800 block of Hardy Drive (Westhaven Apartments) for multiple calls of shots fired.  High powered rifle cartridge casings were discovered at the scene and a vehicle was struck during the gunfire.  No injuries were reported.

Sunday, April 4, 2021 at 8:45 p.m., officers responded to the 100 block of Hammond Street for a male who was shot.  The male was transported to UVA hospital for treatment where he remains in stable condition.   The male was attending a cookout at a residence on Hammond Street when he was struck by random gunfire.  A vehicle was also hit, killing a dog.   Three males were reported running from the scene and were last observed in the 200 block of Cleveland Avenue.   Multiple cartridge casings were collected as evidence.  No additional injuries were reported.

Monday, April 5, 2021 at 1:00 a.m., officers responded to the 800 block of Hardy Drive (Westhaven Apartments) for multiple calls of shots fired.  Witnesses reported a single shooter exited the driver’s side of a vehicle and began firing in the direction of the playground.  The shooter is described as a black male, wearing a white and blue hat.  Multiple cartridge casings were found at the scene.  No injuries were reported.

In addition to the major events over the weekend, CPD responded to 3 additional shots fired calls, 3 stolen vehicles, 29 disorders, and numerous mental health related calls, to include two Emergency Custody Orders (ECO) that resulted in officers remaining at the hospital for more than 30 hours.  Officers are required by law to stay with a person subject to an ECO for long hours until bed space was available.
